Meeting:        January 25, 2007

Attendance:     Glenn Collins, Cheryl Gayle, Sue Horton, Henry Curtis, Peter McDonald,          and David J. Skiba, Members; Wendy Frazier and Jenn Bryant

1.  The School Playground Project was reviewed relative to aspects of funding.  The applicants indicated that the proposed contractor is on a state-approved list for bidding.  The applicants and Glenn shall follow up on the matter at a school meeting on date January 29, 2007, and advise PersonNameSheila Vanderhoef of the same.  David moved and Sue seconded as follows:

        To see if the Town will vote to transfer the sum of Sixty Thousand
        ($60,000.00) Dollars from the Community Preservation Fund open  space/recreation        
        funds for the purpose of the Eastham Elementary
        School Playground Project as proposed by the Eastham Elementary
        School Parents Group to be administered by the Town in accord with
        applicable laws; or take any other action relative thereto.

All members voted in favor.

2.  After review and discussion of the article for the Seabury-Sparrow House project drafted by David, Hank moved and Sue seconded that the proposal be recommended as follows:

        To see if the Town will vote to transfer the sum of Sixty-one Thousand
        Nine Hundred ($61,900.00) Dollars from the Community
        Preservation Fund historic resources reserve for the purpose of
        rehabilitation to the Seabury-Sparrow House at addressStreet2765 State Highway,
        placeCityEastham, StateMA, owned by Louise Roy, said rehabilitation to include
        chimney repair, window replacement, new foundation, re-securing
        of the beams to the foundation, and siding; provided that said funds
        shall be contingent upon the execution of a Preservation Restriction
        Agreement by the owner to assure that the exterior architectural,       
        historic and cultural features shall be retained with said Agreement to be      recorded at the
        Barnstable County Registry of Deeds and further that the
        property owner shall execute a mortgage to the Town of placeCityEastham for the
        return of Community Preservation funds to the Community Preservation
        reserve in the event of resale of the premises which mortgage shall be for
        the principal sum of CPA funds expended; provided further that all work
        on all sides shall be consistent with the federal Secretary of Interior and
        State Historic District standards for rehabilitation of historic structures
        and said work shall be approved by the Olde  Towne Centre Historic
        District Commission; provided further that the applicant shall pay for all      administrative
        costs of said restrictions and mortgage security; or to take
        any other action relative thereto.

All members present voted in favor except David who voted against.

3.  Glenn presented a list of seven (7) bids for the Bridge Connecting Project varying from $46,606.00 to $141,878.00, with three (3) bids under $49,000.00.  David moved and Sue seconded that $48,750.00 be the amount inserted in the proposal to be recommended as follows:

        To see if the Town will vote to transfer the sum of Forty-eight
        Thousand Seven Hundred Fifty ($48,750.00) Dollars from the
        Community Preservation Fund open space reserve for the purpose
        of the Bridge Connecting Project crossing the stream separating
        Bridge and Great Ponds; or take any action relative thereto.

All members voted in favor.

After follow up on the outstanding issues from the dateYear2007Day18Month1January 18, 2007, minutes, Sue moved and Hank seconded that the minutes be approved.  All members voted in favor.

Glenn advised that Sandy Bayne of the Pond Study Project had been advised of the CPA decision with the added encouragement to go forward with a separate Town Meeting article.  Glenn also advised PersonNameSheila Vanderhoef of the Community Preservation Committee's late application policy.

4.  The North Eastham Village Concept proposal was then discussed.  The members indicated that the proposal is deemed to be one for community housing.  Cheryl moved with Peter seconding that the proposal be recommended:

        To see if the Town will vote to transfer the sum of Twenty-one
        Thousand Five Hundred Eighty-four ($21,584.00) Dollars from
        the Community Preservation Fund community housing resources
        reserve for the purpose of the Eastham Critical Planning Committee's
        preparation of a village center overlay district plan to include the Town
        owned property off addressStreetHolmes Road, Route 6, and the addressStreetBrackett
        Road area; or to take any other action relative thereto.

All members voted in favor.

Referring back to the Eastham Elementary School Playground Project, Glenn shall ask Sheila for a follow up opinion from Town Counsel based on new information.  The next meeting shall be dateYear2007Day8Month2February 8, 2007, for a review of the final draft of the Warrant Articles and to discuss the standard articles of the dateYear2010Day10Month1010/10/10 split of housing, open space, historic preservation; administrative funds, and the allotment for the Aschetino land purchase.  The members also unanimously stated that the final Warrant Articles, after review by counsel, should contain all of the substantive elements as proposed by the Community Preservation Committee.

There followed a discussion of the open space reserve as mentioned at an earlier meeting by Selectman PersonNameMartin McDonald who has provided the Committee with an excerpt pertaining to the Bedford, Massachusetts, program where a list of target properties are set and a fund is made available to the Town Selectmen for acquisition purposes.  Discussion revolved around the several large tracts of land still available, which should be sought, and the suggestion that both the Open Space Committee and the Selectmen work together on any type of open space reserve fund.

The members also indicated that the Community Preservation Act Committee might become more proactive in the future including pursuing affordable housing projects such as a revolving fund for down payment assistance.
